Tom Gilligan

Tom Gilligan is a contract lobbyist serving global financial institutions and e-health concerns. Over the past 30 years, Tom has worked extensively with leading Congressman to define health care issues and analyze public policies. His clients have included health care associations and global financial services firms including the Association For Electronic Health Care Transactions (AFEHCT), Blue Cross Association and MBNA. His practice focuses on the application of EDI/e-commerce/internet in health care financial and administrative transactions.

Tom played a prominent role in shaping the "administrative simplification" provisions of the HIPAA legislation. He represents e-health/finance companies in Congress and in the executive branch as the nation continues political dialogue over implementation of HIPAA standards. Previously he was associated with the Catholic Health Association for 14 years as a lobbyist. Prior to this he was consultant for the Blue Cross Association where he worked with individual Blue Cross plans on Medicaid programs.

Tom completed a Health Systems Management program at Harvard University and has done graduate work in Public Administration at American University. He has an A.B. Degree from Georgetown University.
