2007 Person of the Year

Awarded at the 5th National Medical Banking Institute in Marietta, GA

B.P. Fulmer, President, Medical Banking Institute and Executive Director, Commerical EDI, ACS, Inc., Atlanta, GA, was awarded MBProject's Person of the Year Award at the 5th National Medical Banking Institute for his leadership in helping to establish high value educational programming at the Institute through the creation of a President's Council. He was also recognized for his efforts to support MBProject's HSA Accumulator Use Case, a pilot program that is being funded by Exante and managed by PricewaterhouseCoopers.

B.P. Fulmer joined ACS three and one-half years ago and currently serves as Executive Director of ACS Commercial EDI. Mr. Fulmer has served in this position since November 2004. In this position he has been charged with developing a commercial services unit that operates as part of the ACS EDI Gateway. The ACS EDI Gateway processes over 750 million EDI transactions a year and is connected to 61,000 submitters representing over 250,000 providers.

Mr. Fulmer has 17 years of banking and financial services management experience plus 15 years healthcare transaction processing management experience. Mr. Fulmer's banking experience includes serving as a bank examiner, check transit operations, correspondent banking, Comerica banking, electronic funds transfer and running cash and treasury management services at two regional banks.  Mr. Fulmer's healthcare transaction management experience includes responsibility of running the Medicaid Fiscal Agent operations for ACS and First Health Services in Florida, Georgia, Tennessee and New Mexico (twice).  He has run a medical billing services company and an internet based practice management software development firm. This experience gives Mr. Fulmer both the payers and providers prospective of the healthcare transaction.

Mr. Fulmer brings a unique prospective to the Medical Banking Institute in that he has extensive experience in banking and healthcare and has a track record of innovation in both fields.

Joe Fortuna, MD, Medical Director, E&C and AHG Division, Delphi Corp/Automotive Industry Action Group (AIAG), Troy, MI, was also awarded MBProject's Person of the Year Award at the 5th National Medical Banking Institute for his work in providing new thinking around how banks can facilitate value-driven healthcare during a speech he gave at MBProject's 2006 DC Leadership Forum entitled "I Have A Dream". He was also praised for teaming with MBProject in his capacity as Healthcare Focus Leader at the 1600 employer strong Automotive Industry Action Group (AIAG), to launch the Joint Taskgroup for Value In Health, an effort subscribed to by top automakers and tier one automotive suppliers.

Dr. Fortuna is the Medical Director of the E&C and AHG Divisions of Delphi Corporation located in Troy, MI. In this position, he supervises the medical and occupational health activities in 73+ facilities worldwide. He is also project manager for the Delphi Absence Management Program and the Delphi Health Information System (HERS) Program. Dr. Fortuna also serves as Co-Chair of the Health Focus Group of the Automotive Industry Action Group (AIAG) a 1500 member voluntary organization comprised of auto manufacturers and suppliers whose primary goals are to reduce cost and complexity within the automotive supply chain and to improve speed-to-market, product quality, employee health-and-safety and the environment.

Prior to joining Delphi, Dr. Fortuna was the Sr. Vice President for Medical Affairs and Interactive Services at Dorland Sweeney Jones, a global healthcare communications agency. Before joining Dorland, Dr. Fortuna was Vice President for Medical Affairs at Statutory Benefits Management Corporation, the medical management company for the largest workers' comp insurer in the state of Maryland. Prior to that he served as Medical Director of the GM Truck Assembly plant in Baltimore.

In addition to his ongoing work in occupational medicine, Dr. Fortuna's experience in emergency medicine spans almost 30 years. He was Director of Emergency Services at Southern Baptist Hospital, New Orleans, LA; President, Emergency Physician Associates, PA; Chair of the Department of Emergency Medicine, Medical Center of Beaver County, PA; and Executive Director, Philadelphia Emergency Medical Services Council.

He received his medical degree from Georgetown University, and post-graduate training at the University of Minnesota Hospitals.

Dr. Fortuna is an active member of the American College of Occupational Medicine, where he has served as Speaker of the House of Delegates as well as a member of the Board of Directors and the Executive Committee. He currently chairs the Section on Underserved Occupational Populations as well as several Board and Special Committees.
