Title:  Electronic Payment:  Veterans Health Administration's Award-winning Project Pays Off

Session Focus/Summary:

As 835 healthcare volume grows and begins to replace the paper remittance process between healthcare payers and providers, there is an increasing need to better understand, manage, and reconcile the receipt of 835 healthcare transaction sets to the Electronic Funds Transfer (EFT) payments that support healthcare claims.  Veterans Health Administration (VHA) will present a case study and details on process improvement results from its award-winning electronic payments system.  PNC Bank will explore benefits that can be realized and issues encountered in the creation, origination and reconciliation of EFTs to 835 transactions.

Learning Objectives:

  1. Enumerate the benefits of Electronic Funds Transfer processing for both payers and providers.
  1. Identify the value in developing an electronic financial transaction and promote the use of Electronic Funds Transfer by the payer community.
  1. Encourage a dialogue between payers and providers that can enhance understanding and resolution of issues encountered in the financial reconciliation of the Electronic Funds Transfer and Electronic Remittance Advice.



Biographies:


Barbara C. Mayerick is Director of Business Development in the Chief Business Office within the Veterans Health Administration of the US Department of Veterans Affairs.  Ms. Mayerick oversees the Veterans Health Administration's HIPAA Program Management Office, which ensures compliance with the Administrative Simplification provisions of HIPAA, including Electronic Transactions and Code Sets.  Ms. Mayerick also leads technical development initiatives in support of HIPAA compliance and revenue cycle programs.  The Electronic Payments, or e-Payments, Project is one of these initiatives, and was recently awarded the Kevin O'Brien Automated Clearing House Quality Award by NACHA, the Electronic Payments Association.

Since 1997, Ms. Mayerick has been involved in framing HIPAA strategies and tactics for healthcare e-commerce, from both industry and Veterans Health Administration (VHA) perspectives.  She was a member of VHA's first HIPAA workgroup, which established the framework for VHA HIPAA compliance strategies.  She also chaired the subgroup addressing HIPAA requirements for Electronic Transactions and Code Sets.

Jeffrey W. Troutman is the leading PNC Bank's Public Finance and National Healthcare Marketing team for the past 6 years.  Mr. Troutman has been a key player in developing PNC's direction for serving the healthcare industry.  Largely through his initiatives, PNC began addressing the needs of the healthcare industry.  Mr. Troutman joined PNC's Treasury Management department in 1992 and subsequently assumed the position of a Treasury Management Officer.  He spent two years calling on Fortune 500 clients in the southeast U.S., and in February 1996, was moved to the National Healthcare Banking Group.  Mr. Troutman holds a Bachelor of Science degree in economics from Michigan State University.  Mr. Troutman has been an active participant in community affairs and serves on the Board of Directors of Big Brothers & Big Sisters of Greater Pittsburgh.
